Neither Fort Bliss or Joint Base Elmendorf-Richardson were involved in using Basic Allowance for Subsistence, (BAS), money meant for soldiers meals on other things. Other bases around the country were allegedly sending over half of all the money collected from United States soldiers paychecks elsewhere.
Not everyone is allowed to live in military housing on Fort Bliss in El Paso, Texas and the same goes for dogs. If they applied these rules to people though, they'd be sued in a millisecond.
