Deadbeat Landlord in Shreveport Has Not Been Paying Water Bills
Residents of the Sanctuary at Shreveport apartment complex on Valley View Drive are facing a critical crisis. A water service disconnection notice issued by the City of Shreveport Department of Water and Sewerage warns that utilities will be shut off on October 15 due to an outstanding account balance.
While the impending shutoff has sparked immediate panic, city officials confirmed that the delinquency stems from management's unpaid utility bills, not the actions of individual tenants.

Frustrated Tenants Caught in the Middle of Management Dispute
For the people living at Sanctuary at Shreveport, the situation feels entirely unfair. Multiple residents stepped forward to report that they have consistently paid their monthly rent in full and on time. However, it appears management has failed to pay the city for the water services at the complex.
Residents are frustrated and don't know what will happen if the city turns off the water on Thursday. Tenants argue that basic utilities like running water are non-negotiable essentials. They feel abandoned by apartment leadership and demand immediate accountability.
Mayor Tom Arceneaux tells KEEL News the city will have a team at the Sanctuary to try to help the residents impacted by this crisis, but he does acknowledge that it will be difficult to find alternative housing for all of the tenants, but his team will be working on that.
The City of Shreveport’s Department of Water and Sewerage has sent out a notice about disconnections. As the October 15 deadline approaches, community members are demanding that management step up, settle the overdue balance immediately, and restore peace of mind. Residents refuse to be penalized for bills they do not owe, leaving all eyes on complex leadership to resolve the crisis before taps run dry.
City Councilmembers also want the landlord and owners prosecuted. Shreveport Police will be investigating these cases.
