Hundreds of inmates will soon go free in Louisiana. Under Governor John Bel Edwards' criminal justice reform plan, the state will be trying to save money in the Corrections budget by reducing the prison population.

It was called the "Justice Reinvestment Act". More money is targeted to local areas to implement programs to prevent crime and to help criminals become more productive citizens.

A KEEL source has provided us with this list that was sent out to District Attorneys across the state. It has the names of more than 1300 inmates who will go free on November 1st. Most of these inmates will be getting early releases under the Justice Reinvestment Act.

Caddo and Bossier Parish criminal court convictions account for nearly 200 of these inmates set to be freed in just over a month. Lawmakers and the Governor say the focus of these reforms was to release non-violent offenders. But at least one man on the list has a history of violence and he will soon be back on our streets. Cordell Clay Jr. is on this list of inmates and he has a long history of criminal behavior. He's currently locked up for parole violation, drugs and being a felon in possession of a weapon. But he has a lengthy criminal past. He has served time in the past for armed robbery, aggravated battery and resisting an officer.  A DOC spokesman tells KEEL News Clay will not go free on November 1st. There is a detainer on him which means he will have to go to another jail to face an outstanding charge.
