
From Blight to Bright? Shreveport’s Ambitious Plan for Downtown Properties
Shreveport City Council recently passed a vacant property ordinance intended to address both blight and vacant properties downtown. The ordinance, initially presented as a blight reduction measure, has since expanded to target vacant properties more broadly. Cedric Glover, Director of the Downtown Development Authority (DDA), has voiced concerns about the timing and implementation of the new policy.
Limited Input from Downtown Development Authority
Glover, who has been in his role for six months, stated that the DDA had minimal input in shaping the ordinance. He recommends pausing its implementation to work with property owners and stakeholders (downtown property owners) to refine the approach. "We need a chance to work out some of these issues before implementing such measures," Glover said, highlighting that several stalled projects downtown have recently resumed.
Curtis "50 Cent" Jackson's Influence on Downtown
Mayor Tom Arceneaux claimed that Curtis "50 Cent" Jackson, who has invested significantly in downtown Shreveport, supports the ordinance. Jackson has purchased multiple properties along Commerce Street, with purported plans to transform the area into a vibrant entertainment district similar to Beale Street in Memphis. While Glover praises Jackson’s investments, he dismisses speculation that the ordinance was designed to favor a single investor.
Controversy Over Insurance Requirements
A contentious aspect of the ordinance involves mandatory insurance requirements for property owners, a provision some argue could infringe upon property rights. Glover acknowledges the concern, stating that legal clarification is needed before moving forward.
Looking Ahead: Collaboration and Compromise
Despite differing perspectives, Glover remains hopeful about the potential for downtown redevelopment. "We should be excited about someone willing to put millions into revitalizing our area," he said, emphasizing the importance of collaboration in shaping the future of downtown Shreveport.
